Fluorescent lighting is cost-effective - and required - if you lack access to direct sunlight

• real simply, flourescents put out more light for less cost
• fluorescent lighting means you don't have to rely on sunny days . . . you have more control over the amount of light your plants get
• you'll get less legginess if you use the lights properly and place them very close to the seedlings as they grow - so the stems will be more robust and the leaves will be darker green
  
• everyone is going to lack direct sunlight unless they have a greenhouse and a lot of sunny days
  because the ambient light you get from a window is not direct
